"Constitutional Reform in California : Prospects and Perils" will be addressed by Christopher Elmendorf
The Davis-based government reform group, Saving California Communities, together with the League of Women Voters of Davis, will co-host UC Davis professor of law, Christopher Elmendorf, on Friday, February 5 at 1 p.m. at Season's Restaurant, 102 F St. , Davis . All members of the public are welcome to attend.
Given our continuing fiscal and governance crisis, what are the
prospects for a Constitutional Convention in California? Current
efforts to call a California constitutional convention require voter
approval of two initiatives: the first to amend the constitution to
allow a convention to be called by popular vote, and the second to call
a convention. But is the amendment actually a revision not
permissible under the constitution? Professor Elmendorf will
address this and other legal issues in "Constitutional Reform in
California : Prospects and Perils."
A scholar of election and constitutional law, Professor Elmendorf
recently presented at "Getting to Reform: Avenues to Constitutional
Change in California" jointly sponsored by The Institute for
Governmental Studies at UC Berkeley, The Bill Lane Center for the
American West at Stanford University, and the Center for California
Studies at California State University, Sacramento. He will
continue the discussion with interested community members in Davis.
