Dr. Kimberly Nalder, professor of government at California State University - Sacramento, participated in designing a recent Field Poll that asked Californians about proposed reforms to state government and various constitutional convention scenarios.  The findings, she says, "reveal a virtually impossible-to-please electorate."

"We have irreconcilable desires.  Voters want a high level of services - prestigious universities and a flawless freeway system. We expect environmental protection and top-flight firefighting. But we don't want to pay for it. Instead, we want tax cuts and leaner state budgets. It's impossible to have both."
